Yes, the cities are worth it

Jeremy's right. You get more breweries and bars per square kilometer in the cities. I don't know Antwerp that well, but there are Babblers galore who can help you there. I spent a cumulative year year in Brussels for work, during the 90s, and never lacked for beer fun, believe me.

FYI: I have always loved the Hotel Welcome, which is centrally located, very reasonable priced, and extremely hospitable. http://www.hotelwelcome.com.

Tell them I sent you. They also have little free maps that show enough of the town to find all the good beer bars. You can walk to the Zageman (great lambic selection) in five minutes, and the Gran' Place in seven, if that. T' Spinnekop (sp?) is about a five minute walk. The Bier Circus is a 20-30 minute walk, but that's a nice distance for clearing one's head in while stumbling home in the 'oui' hours. The Cantillon brewery is 10-20 minutes, also not far from the "Midi" subway station. There's a small bar near the GP with nothing but posters of assorted Unibroue beers all over the front; I've not been in there, though.

The Brussels public transit system is extensive. You can buy all kinds of tickets, from single rides to monthly passes, using cash or (I think) credit cards at any subway station. They are good for the busses and trams, too. The tickets work like this: every time you get on a bus or tram, or enter a subway station, slide the ticket into a machine, which prints a date/time stamp on it. Each time you do that, it will stamp again. One "ride" covers all the stamps for one hour from the earliest one. So, if your hour expires while you are riding, you are good until you get off.

The 91, 92, and 93 trams go near the BC; get off at "Congres". The subway line 2 is close, too, on the other side; get off at "Madou". There are free transit maps at most/all stations.

It's awfully nice to have a beer in the outdoor seating of the bars in the Gran' Place. You can find decent but not fabulous beers, there. Neither the Beer Museum on the GP nor the tiny brewpub in one corner is worth your time. The Lop Lop and the Pochenellekelder (sp? right across from Mannekin Pis) are pretty good beer bars near the GP, albeit in opposite directions. I've not been to the Porte Noir (also near Mannekin Pis), but Babblers give it high marks. The Toon bar (and part-time marionette theater) is near there, too. OK beers, cool ambience, and a cat who will share the table-top with your beers. The Mort Subite is not far, as well. It is famous for its gueuze. Another nearby is La Becasse; nice interior but Babbler opinions are split on their famous "lambic doux". Pretty good sandwiches, too.

Further afield, the Moeder Lambic in St. Gilles used to have a beer list of about 1100, but is now down to maybe 100-200; still not bad. Popular with a college-age crowd, but anyone's quite welcome. Trams 18, 81, 82; get off at Barierre.

And I'm sure that Mark, who knows Brussels well better than I, can tell you lots more. Not to mention the Webb guide.
