I guess if you have never been there than the larger cities make the most sense, so your basic plan is probably a good one. Having spent a little time there (and I mean that literally, 3 trips a couple days each!) I can say the countryside of Belgium is really what I am starting to care about. When I go back I will absolutely be staying away from the big urban centers. Such a plan might be doubly good for one on a bicycle.
