Car Travel

Hi - I've been trying to find info on renting a car in Belgium. First - is a car essential to get to more remote places, like Wetvleteren and St. Bernardus? Second, when renting a car, should I do it prior to leaving? I am 22 - is that old enough? Do I need a special liscense?
