Yes and no. The Belbus system has stops at St. B and Westvleteren as well as the train station in Poperinge. So those can be done without a car. The bad news is that 2 hours notice is required for pickup. The good news is you need not fear the breathalyzer. We have been lucky and been able to arrange rides from friendly people in that area and we have used the Belbus system as well.
