If you want to go to Soy, Achouffe,... you need a car.

Check the Belgian yellow pages on "car rental" and the place where you want to start.

I succeeded renting a car in Belgium when I was 19, and had my driver's license for only half a year. They just doubled the "borg" (bail?) which was fully returned when we brought the car back in good shape. Most campanies however don't rent under 21, some even 25. Also look for a firm that gives you unlimited km a day.
